Ignition - Problem???

Is Team Rush still around?

I am using his instructions to check the rotor phasing on my CJ 258. At idle with vaccume advance plugged the rotor is dead center in front of the #1 plug. As I rev the engine to 3500 rpm the rotor does not move at all, it is still pegged infront of the #1 plug. When I apply vaccume to the vaccume advance the rotor moves.

Is this a problem? If so, how do I fix?

That's exactly how a distributor should work.
Don't "fix" it.

If you have the stock '86 distributor, there is no centrifugal advance. So, your distributor is working correctly.
