YJ Instrument Problem

The temperature gauge on my '91 YJ 4.0L shoots all the way to the right (hot) when I turn on the ignition. My fuel gauge also reads high (it stays full for a long time and is actually empty when it reads 1/4)and my oil pressure seems to be really high most of the time. When I hook my voltmeter to the temperature sensor harness, it "ticks". I've been told that the problem is the instrument voltage regulator, but then I read somewhere that the "ticking" means that the regulator is working. Help!!!
