RE Springs too Short??

I am wondering if any of you guys have run into Rubicon express springs being too short. Have some friends who have a problem with RE springs and inverting shackles, they have done it a few times now, last night while working on swapping waggy axles into someone else's rig I noticed that their springs (also RE) seem way to short. (Both rigs are YJs with Waggy axles in them) all of the weight of the rig was on the suspension (tires sitting on the ground) The shackles are still angled toward the back of the rig instead of towards the front, it looks like they would invert VERY easily. Has anyone run into this before or have any idea what could be causeing this. I would really like to get this straighten out. Thanks for your help.
