From what I've seen the Nevada law about the bumper not being over 24 inches from the ground isn't enforced at all.

Actually, Wyoming has it the best (depending on who interprets "safe"). Glad I live in Oregon! Have lived in Utah and Peoples Republic of California before. Even though Cali's law seems simple, there are a bunch of other items that come into play, like mud flap/flare coverage and tire stick-out. Looks like Utah changed their law. Used to be 4" tire above largest stock size available and 4" mechanical total. Talk about confusing!
