Replacing Rear Cross Member need suggestions

I'm in somewhat of a predicament. The previous owner of my Cj-7 had welded a piece of 1/4" from the stock towing bar to the crossmember and to the body so he could mount a pintel hitch. I need to replace my bodymounts...they're all dry rotted. So what I figure I have to do is find someone to torch this piece of steel off and then replace the crossmember and then the bodymounts (looking at the daystar 1" body lift kit). Now the big question should I buy a 4wd hardware crossmember ($70 with the stock holes) or have the person who torches it fabricate one (a crossmember)for me? I'm planing on getting a new bumber/tire carrier in the spring so I should probably go with the stock replacement right? sorry for dragging on.

The piece from 4WD Hardware is heavier than stock, it is a good piece, and I believe you can get it drilled or undrilled. But, there is no mystery to it, anyone that can handle a torch and weld halfway decent could make something suitable for considerably less than $70.

For the price of the $70 crossmember you could buy a dremmel or better yet a grinder and cut the welds off, then smooth them down.
I have the 4wd crossmember and it is thcker, it's almost a bumper itself.

I bought a piece of 4" channel (54" long, as I recall) for $12.00. I had to grind some notches in it to make it fit up to the frame rails, etc.. It looks good and is strong and was cheap.
