help with wiring the turn signals...

I have been helping (trying too) a friend with his restoration of a M38A1. We finished the steering hook-up and a majority of the wiring. Our problem is in the turn signals. When he cut out the original wires he failed to note the correct routing of the wires.
What is the correct path of the wires? Steering column to the break lights to the fuse panel? It seems we have tried every possible way with no sucess. The ground is good, The flasher is good and we are using new wires....
Currently the running lights work and the break lights work when run straight from the switch.
His set up is Mustang tail lights (one bulb) and a Corvair steering column.
Any help would be great!!!!
