getting my drag link horizontal

I have heard high steer setups mentioned before, but I'm not really sure what exactly they are. Anyways, I was wondering if this would work. Mount the tie rod ends to the top of the turning knuckle instead of on the bottom like they normally are. This would help to get my drag link horizontal, but I'm not sure if it would work. The pic is just the standard setup, nothing fancy. Just attached it for the heck of it.

in order to get the steering to mount to the top of the steering arm you have to hone out the arm in a cone shape from the top instead of the bottom.. if you look at the rod ends they are tapered, that is to keep them tight..it is doable you just have to get the bit to hone the arm.
That is not considered hi steering see the attached pic--

On that high steering setup, is that extra steering arm (the one mounted on the very top of the knuckle) welded to the knuckle or what?
