Increasing the length of the front shackles decreases caster. For a pre-'79 Scout II that has 0 degrees
of caster to begin with this is a bad thing. However, you can add caster back in with shims or with a
twisted front axle. If your shackles get really long, they could start allowing the front of the leaf spring to
move around, and this would be another bad thing. If caster is taken into account, and the shackle length
isn't excessive, I don't think they're a problem - I ran with shackles 2" longer than stock (about 1" of lift)
with a twisted front axle to add caster for several years, and handling was better than stock.
