not enough vacume modified 345

I just bought a 73 Scout II with a 345 and three speed. The engine has been modified with a rv cam, bored out 60/1000, prestalite distributor, 4 barrel eidelbrock and I think a 392 head. It is only making ~9 lbs of vacuum. I can't find any vacume leaks. It should make at least 12 to run the brake booster, so it doesn't stop. Before finding this out I replaced the whole brake system.

Anybody know if this is because of the mods or if there is another problem? Can I buy a electric vacume pump?

also anyone know of a scout shop in Salt Lake City, UT?
