installing cam in scout

I'm rebuilding a IH 345 motor for a friend ,The machinist was suppose to insatall the cam but didn't so I did but now I have to much end play (thrust) .031 instead of the .006 to .014 that you should have.How can I take up the extra play with out replacing the thrust plate and what is a shake proof washer ? The machinist removed the cam , so I don't know what he removed . Any help would be appreciated .
