Vulcanizing tires

i have a line on a set of dick cepek 17/40/15 tires, with 80% tread, only problem is one has a hole the guy said it needed to be vulcanized. does anyone know if this is safe? the hole is on the side wall. i know side wall aint safe period but it is an awsome deal. please let me know.

i don't mess with side wall holes if you plan on driving the thing on the road. it is not worth your truck or you.
