suspension and tires

i have a 75 3/4 ton chevy longbox 3inch body 33x12.5x16.5 TSLs. the previous owner flipped the front spring upside down to make the truck sit level. and took out a couple rear leaves and welded a 1" square bar onto the axel. i guess to make it ride nicer? the front rides stiff real stiff.
i want to put on a shackle flip from so i dont have to mess with the rear springs or blocks. and get lifted spring in the front. i have no way of telling if the upside down stockers are the same as 2.5inch front springs. or which manufacturer to use. im afraid im gonna buy $400 front lifted springs and be at the same height i am now. im not wanting to go very much bigger a 35 or 36 swamper i cant afford 38s. id also like to keep my truck sitting level. please help
