Lifter Clatter

Had some lifter noise from a 305 I'm running as a temporatry twister till I rebuild an engine to run. Anyway had the valve covers running the engine to see if I could determine which lifter was the culprit when I discovered the left bank doesn't get oil as fast as the right bank. The time it takes for oil to get to the top is much greater than the other side, and the amount is much less. This engine is a low mileage commercial built long block. I'm thinking that there's a cam bearing not placed right, or an oil galley plugged. Anyone have a similar problem. Would appreciate any input.
