Heater blower problems

I have a 98 chevy pickup. The blower motor quit last week, so I replaced it. When I removed it, I noticed ice in the compartment the fan slides into and on the fan. I cleaned and dried it all up and installed a new motor. My questions are this...1) How in the world did I get ice/water in the blower fan compartment? 2) When I tested the new blower out, only the high setting works. 1, 2 and 3 have nothing, 4 works great. What would be your guess on whats wrong?

Sounds like the potentiometer (or rheostat, same thing, different word) inside the control panel just went belly up on you. No really good way to fix it, except for replacement. It's probably a dealer-only part.

Behind the glovebox is a resistor set that controls the fan speed, these burn out ocassionaly leaving only one fan speed.Ive replaced two of these! not to hard and about $20.00..
