accessory wiring on 99-up

In the "underhood electrical center" I see fuseholders for stud#1 and stud#2 at the top. (stud#2 has a 40 amp fuse in it and stud#1 is empty). where are these studs and are they to be used for electrical accessory wiring? I also see an ignition circuit of some sort under there. Is there a stud to tie into for ign-only power?
