c-4 auto tranny questions

My Dad has a '73 Bronco with a 302ci engine c4 auto tranny and Dana 20 transfer case. He recently had the tranny rebuilt and it worked fine for the last 6 months 4000 miles. Now it won't start out in 1st gear. when you put it into drive and take off it starts out in 3rd. It will down shift to 2nd if you manually shift it down from drive after you are up to speed but will not down shift into 1st at any speed. Even when you downshift manually from drive to 2nd manually and the stop, when you take off again it will start out in 3rd again. The tranny has never been abused or over-heated, he maintains it well and drives it like a old man that is why it has lasted this long. The tranny fluid was red and did not smell burned and was at the correct level. We adjusted the bands, checked the vacuum modulator, everything was fine but the problem is still there. Any suggestions on what it could be? thanks for any help.
