1990 bronco starting and fuel problems

my brother in law has a 1990 bronco with the 4.9L six, 5 speed trans. somedays it starts and somedays it doesnt. When it does start the idle will surge up and down for 5 minutes and then the idle will increase and run great.
As far as the starting problem, when he turns the key on, the fuel pump will turn on, sometimes it will kick off like its supposed to and sometimes it will just keep running. Then either way it will not start. we have replaced the fuel pump relay and that used to work, but now i usually have to take my test light and ground the green/yellow wire at the relay, then we'd hear fuel at the injectors, and it would start. Now that doesnt work. I even bypassed the inertia switch and had the fuel pump running direct. I have good spark, i can hear the fuel spraying at the injectors but it wont start. No fuses are blown either. Im thinking it may be the fuel pressure regulator or the eec. any help would be greatly appreciated as this problem is getting very personal and i hate loosing to a machine. Thanks

If you haven't already try checking the timing/timing advance. Then if you catch it on a day that it's running start unplugging sensors starting with the idle air controller. i've seen that one go the most often.

i have a 94 bronco had similar problem it was the TPS. throttle positioning sensor.hope it helps.
