You might want to consider going to a junkyard and getting the underhood and actuating cable assembly from a 92-96 Bronco or F-150. In 92, they changed from the vacuum-operated servo to an all-electric unit. If you look in the Haynes manual for 80-96 F- Series and Bronco, in the 92 and up electrical diagram pages, the setup is real simple. The hardest part would be the inside switches, but you could probably mount those on a panel if you didn't want to open up the steering column to put the switches on the wheel (may need wheel from salvage, don't know). If you can look under the hood of one of these, one look will do it, that area is simple. I'm pretty sure there would be a connector there already for it in your wiring.
