\'86 DR200 forks

I've noticed that I have 2 allen bolts on the bottom (underneath) of my forks,are they compression damping adjustments? if so, can anyone tell me which way is harder/softer?
any help would be appreciated,

It's possible that one of the screws is to hold the catridge to the inner rod. the other may be a drain for the oil. I could be totally wrong. Do either of those bolts turn easily and with an a "click" feeling?
