fuel mixture?

I am working on this 84 fourtrax utility again. Did all the carb work, looks like somebody did a half a$$ job on it before. It is missing the little washer and o ring on the fuel-air mixture screw, it runs but has aproblem right of idle with sputering and bogging. It has a foam uni filter which the dealer told me flowed the same as stock so I adjusted the screw to the stock setting, still boggs, you cant goose it it will die you have to ease it on. I just replaced the timing chain and it has good compression, seems it might be the valves themselves the rockers were scored and pitted, any suggestions or answers would be appreciated.
