carburetor vacuum

I am the proud owner of a new two wheel drive go kart. I am having trouble getting it started, went in search of a web site to talk to some experienced people.

The problem seems to be little or no vacuum to open fuel valve off fuel tank. Simple test (mouth on vacuum line) opened the valve, and allowed fuel to drop into filter bowl. Vacuum line on carburetor does not open valve? Kart is made in China, 4 stroke 150cc engine.

The kart is brand new, opened the box and put it together last week end, bought on-line and have not been able to get much response from web vender (surprise!)

Anyway, what do you do about testing vacuum on these little carburetors?

The first thing that comes to mind for me is that the gas cap lid may not be venting properly.

More info on the engine/carb/gas tank setting would be helpful.
