I know what you mean about finding things you don't like. When I pulled my roll bar to change the rear kickers (I'm going to put shoulder straps back there) I found that the top of my fender wells were COMPLETELY rusted through under the rollbar plates. Ended up replacing with net, thicker metal.

You might think about just using some Rust Fix instead of the POR-15. After you get the metal wire wheeled as best as you can, spray the Rust Fix per the instructions. Then put on the herculiner. This stuff is a rust encapsulator and far cheaper than POR-15. I have it in several places on my jeep, and it's good stuff. The herculiner will also keep oxygen from reaching the metal, so it's like a double layer of anti-rust armor on your tub.
