Not sure about YJ lengths, but I ran into a similar problem when I did a high clearance steering set-up. After rummaging through some various stock arms, I settled on a drop pitman arm that I had re-tapered from the topside at a machine shop...1.5 " per ft. taper, I believe.... This had two advantages: The arm was shorter and gave me clearance from the tie rod, and because the tie rod end was now on top of the pitman arm it gained some protection from errant rocks. If you go this route, bring a tie rod end with you so that the machinist can periodically check the depth.
