Weber float bowl empty again.

I had a chance to start my Jeep ('84 CJ7 w/ Weber 32/36) this morning after sitting for a week. Guess what.....float bowl was empty and had to crank it for about a minute before it would start. I disconnected the fuel return line from the filter a couple of weeks age. That apparently didn't fix the empty float bowl syndrone. I'm going to plug off the float bowl vent next to see if that helps.
