Larry's right! This is why I stay away from chrome wheels. Sure they have better corrosion inhibiting qualities than paint. But once they do start to rust, they are done. My black rock crawlers on the other hand get scuffed and a fresh coat of Rustoleum laid on 'em.
Back to your question, Naval Jelly works good at destroying rust, but use it sparingly on chromed or any plated surface! Dab a little on, wait a couple minutes, wash it off, rust is gone! Then apply a HEAVY coat of wax to the wheels/tube bumpers. This will slow it down, but it will always come back. Sorry.
