What a coincidence, I picked up an Aeon 50 for my boy and I'm having the exact same problem as you. I do not unfortunately have a solution yet but I was talking to the guy in the bike shop about it this morning and he advised me to check the belts behind the cover where the kick start is located. He says that some parts may be seized up in here. Mine has been left idle in a shed for a few years. Anyway he told me to strip and clean the pulleys. Also I saw on the net that the clip which holds the carburettor on needs to be closed very tightly because if not air can get in and causes the symptoms you describe.
I may not have time to check both of the above for a few days but I will post on here if I find the solution.
