Both of those screws are idle adjustment. One for each "barrel". I started at about 2 turns out on mine I think.

Don't know about setting timing with vacuum, but once you have the timing set correctly, you can use a vacuum gauge to set your idel mixture. I don't think there is a black and white method for this. I set mine to max vacuum then screwed them in (I think) 1/8 to 1/4 turn.

I use a light to set timing.

Does it stumble no matter what throttle position is, minus idle, or just off idle? May be the accelerator pump linkage needs a little adjustment. Does it feel like it's starving for fuel, or loading up when it is "sluggish"?

Is this the only hammer you've got?
