On big flat areas, I like using a DA sander. Harder to do that in a bed with ribs, but still possible.
I bought a small sandblaster for home. Works well, but it gets grit EVERYWHERE. This would be my last option, but it is effective.
Look closely at POR-15 (www.por15.com
). I've used it in the bed of a truck that was being scratched up by a plastic drop-in bedliner. I brushed this stuff on, rust was taken care of for good.
Unless you do a very good job of sealing the metal, the rust will come back (won't with POR-15 since it does seal great). I've done a number of paint jobs, only to be disappointed in a year when a rust bubble appears under my fresh paint.
