A 1983 CJ with I6 will likely be mechanical linkage. So like Jim said, a little at a time.

Somewhere I read that there should be 1 1/2" of free travel at the top of the peddle movement so that's what I try to set. Seems to make the peddle feel right.

You might want to make the adjustment with the motor cold, it's between the exhaust pipe and the frame rail. Long hex adjuster with a jam nut, almost enough room to get you hands in there.
