1974 suzuki ts 185cc help

this is my first vintage bike.. and after swapping the front tire out, i snapped off one of the threads that hold the wheel on after putting it back together ...i have tried to get the snapped thread out... with various attempts..but cant seem to budge it ...

does this actually come out ?...or does it need surgery of somekind,

whats the best action to take.. couple of pics attached so you can see my problem.....thanks for any advice
