cruise control problmens

Truck is a 98 prerunner.
My cruise control doesn't work. When I turn it on, the light in the insturment cluster turns on but that's all. Brake lights and speedometer work fine. All fuses are good. All three cables are fine
Do any of you guys have any ideas? Places to look for common problems? Testing proceedures? WHere is the cruise control brain located?
