purchasing 99 Legacy wagon info??

Hey folks,
I have a friend that has an opportunity to purchase a 1999 Legacy wagon in excellent condition with all the bells and whistles and 23k on it. The asking price is $15,800.

This sounds like a fair to good price to me, but don't know enough about Outbacks to know for sure?

Do you have any recommendations / concerns / suggestions etc to check this car out?
