Default Carb Air screw Adjustment

I have a 98 Grand Touring 583. The shop manual sais to adjust the air screws 1.125 turns out. This would be after turning it in until a slight resistance is felt. Now sled runs like crap. Originally they were about 2.5 turns out. I guess the answer is to turn them out 2.5 turns. Anyone know anything about this?
