Yamaha Phazer Governer

Hello! I am fairly new to the snowmobile sport and i have an older (not sure of the year) Yamaha Phazer and i was told when i bought it that it had been "turned down" for a younger rider. I was just wondering if anybody knows how to "turn" it back up??? Also when we run it we have to run it with the choke on or else it gets to about 3500rpm's and then it falls on it face???? any help would be great!!!!!

sled does not have gov, he lied maybe throttle safety switch air leak could be many things,carb boots, crankshaft seals,etc...etc.. let me know if u need more help..
