Default marine tuning heeeelp !

To pre-empt all suggestions, I currently live in Egypt where ready made fuel mixtures are not available.
I have to work with methanol, pure natural castor oil (from pharmacy) and ether or acetone (to improve combustion since nitro is not available). So please limit your help with what I can work with.

I have a boat with an OS FP 20 series engine (3.5 cc). This engine has burned a max of one liter of fuel in it's life span. It was operating beautifully last time I used it. After 1 year of storage I have taken it apart, thoroughly cleaned it to remove sticky oil residue. Now I am not able to tune it to perform like it used to.... If I open the needle too much it would stop at idle (flooding?) and won't accelerate at open throttle ...if I close it too much it would accelerate but then stop.... so I am stuck in mid-way where it accelerates but won't give me it's full potential.
This was on a mixture of 80% methanol and 20% pure natural castor oil. Ater running, thick, clear oil drips out of the exhaust like honey.

What is your say on that ?... Can I add ether or acetone ? what percentage ?

To put you in the complete picture, during cleaning I have taken the carb fully apart (but not the air screw)... however a description of it's stock adjustment is appreciated.

During cleaning, all components (piston, sleeve, rod) where inspected and no unusual wear was noticed. Compression is very good too.

You might want to recheck the cylinder sleeve to see if you have it lined up properly ...I have made this mistake more than once myself and it did the same thing.
