Most certainly can!
I got a ticket in Nevada for not having TWO mirrors on my motorcycle, event though it was a licensed Antique and only came from the factory with ONE mirror.
(The irony is, it was a 1941 Kentucky State Police Special and still had the state police logo and lights on it!)
Back when Indiana still had state inspections, and mine was current,
I got a ticket in Ohio for having WHITE front turn signal lenses when Ohio required 'Amber',
And it was a CJ! White lenses and bulbs in the front!
I got another ticket in Ohio for having the star on the door of an old police car I purchased at auction, and we were TOWING IT!.
Ohio makes them remove/cover up the ENTIRE star or emblem off the door, not just the word 'Police' or department logo...
(that won't happen again, They don't put 429 Super Cobra Jet engines in police cars anymore!)
I purchased an '86 Mustang in Fla. and brought it home to Indiana, and got a ticket for 'Obstruction Of Vision' for the FACTORY window tint on the side windows...
Back when EVERYONE ran studded tires in the winter around here, I got a ticket in Kentucky for studded snow tires, and I was only two miles inside the state line shopping!
I got a ticket 4 years ago out in Virginia for having the tires sticking out too far from under the fenders.
Same vehicle ran through several eastern states repeatedly without any issues, and was legal in it's licensed state.
Our guys got popped twice in two days in Las Vegas last year for not having reflective sticker tape on the back of the PRIVATE CARRIER car trailers...
Not that they didn't have reflectors back there,
But they didn't have the 'Correct' kind of tape on the back!
Not an issue with federal DOT, Indiana state law, but Las Vegas/Nevada has a REAL issue with it!
The list goes on, but what would be the point...
