weird wire need help

i have a 95 jeep wrangler 2.5l and the wire im talkin about is down by the starter and it is two wires that go into one one wire black with an orange tracer and the other is solid black.this wire is hot when the the key is in the start position and polses with the key in the run position.
thanks for any help
