The drug problem could go away real fast and easy.

The drugs confiscated by law enforcement - lace 25% of it with Strictnine or cyanide, then put it back out on the street.

Two things will happen, some people will stop using immediatly for fear of getting poisoned. Others will try it take the chance till they get some.

Either way the drug problem goes away.

As someone who experimented a lot as a kid with little after effects as an adult..

Look! there is a bird in the window, kind of like the train I was on once, I like peanut butter, I wonder what I am having for lunch, wow the daylight is bright...

Seriously, it seemed to me the kids that became frequent users and did not have a addictive personality (Those 'propensities' need a little more direction) were due to a lack of self-esteem and to much idle time.

The DARE programs need to focus on self-esteem and self motivation for projects, hobbies, activities. Most stoners I grew up with would choose riding a dirt bike than getting high if there was a either/or choice.
