I have an '85 CJ7 with a 258 and an aftermarket carb and all the emissions / vacume lines have been cut from canister. Would I be better off (ease/money) rebuilding emissions system with the new carb or is there a cheapER way to put in EFI? Any help is appreciated.

What do you need for emissions inspection? It differs greatly by state (for us in the small states) and sometimes by county (for those guys in the big states.)
Here in MA, I've got a weber carb, GM HEI, an EGR valve, a cat, and very little else. My Jeep goes up on the dyno and runs nice and clean. We do not have a 'visual' inspection.
If you WANT fuel injection, that's a differnet story.
I'm asking what you NEED to pass inspection in your state.

Before you go any further, what are the emissions laws in your State. Do they have tailpipe only emissions, or visual inspection as well?

Pick your poison...however it may be just less expensive to swap in a 1991, or later, 4.0L engine and it's electronics.

Yes they will put it on a treadmill and I can probobly get it done without a visual. I have a cat but there is a skip in my idle i'm assuming is a vac prob, and my vac advance on the distributor is always on (that is to say advanced even while idleing in park) If you can get it to pass in Mass then I think I shound try it here. EFI is probobly too rich for my blood right now. Besides, Idon't know the difference among that list.

Do you have a diagram of where all those missing hoses should go? My 84 CJ7 has that diagram on a sticker located just in front of the radiator. That doesn't mean it is easy to understand though.
That URL is for Pollution Control Industries. This stuff is not cheap, depending on how much customizing the Previous owner did under the hood.
Which is most likley why he sold it to you. You gave no history in your post as to how you came into posession of this "CUSTOMIZED" (?) vehicle.
Being a state that requires inspection, if you bought it from a business with a licence you may be able to take it back, or get some money towards fixing it.
If you bought it from a private party you may be screwed, depending on your state laws.
Either way you are about to get your knuckles spanked for not doing your homework, in the first place. This is what they call a life lesson, in the school of hard knocks. Unless you got the vehicle so cheap it can justify a large outlay of cash/credit to fix it.
