Squealling? Unless it's the belt ..that's a new one on me. No sensation from the wheel? No rhythum to it?

also i forgot to mention that when i turn the wheel there is a little pause before the tires actually start turning the car

Hang your head out the window and manpulate the wheel while watching the tire. If you've got slop ..you need to figure where it's coming from. I'm not sure what setup is on the front of a 95 for 4wd engagement. Is it like the YJ? If so, I'd be looking at one of the U-joints up front there for the knocking noise. That should be unrelated to the steering wheel slop (if that's the source)..or so I reason.

i found out that the knocking was from where the track bar mounts against the frame it was loose but there is still the problem of the slow steering
i think i might just have to change the tie rod ends because the bushings are looking pretty ate up but im not sure yet if thats the total problem

A bad trackbar bushing will make the thing unstable as heck. Down right risky at speed on a curvy road. It don't take much at all.

That track bar is the most important part of the whole steering set-up.
When I got my XJ it had a "death wobble" that would make it float all over the road above 50 mph. Replacing it solved the problem.
The wheel now being at 45 deg. is a littls spooky, I would look over all the steering components very closely. Those things aren't designed to skip to a new position.
With the motor off, have someone move the steering wheel side to side quickly. just until you hit some resistance, then go back the orher way. You are trying to get kind of a strobe effect at the joints where the parts stop moving together when they change direction and then catch up.
Take good look at the pitman arm and the steering box connection, because if you didn't slam into something hard and bend something there's no reason for the wheel to be in a new position.

In most XJ's the steering wheel wil turn a bit from the original position as the springs will sag a little bit. Some times when the wheels arre aligned, the mechanic only aligns the wheels, but not the steering wheel. Align the steering wheel at the dragbar.
Of course you should check all other components at being fastened firmly and worn of cracked parts and mounts/mounting points.
