By '4-ways', I assume you mean the emergency blinkers? That is actually a good way to test the bulbs...if they all light, then they are ok.
As you most likely know, the blinker depends on the current draw to the bulb for proper operation...if one is out, the current is less or non at all, hence, the blinker will not switch on that one side.
With that said....I was troubleshooting an issue with the blinkers on my jeep a while back...bulbs good...etc. I 'assumed' that if it blinked in one direction, if the bulbs were good on the other side, it would blink there as well. Well....it ended up being the blinker....not sure why, but replacing it restored both turn signal sides to proper operation. In relative terms, flashers are cheap....especially if you have already spent several hours troubleshooting the problem.
One last thing....Because your jeep is designed to work with a trailer, the wiring in the rear is a bit different than typical vehicles. Make sure you don't have any shorts back there where the trailer connector is.

What year is your XJ? My '88 has 2 different blinker relays. 1 for emercency, 1 for direction. I had to replace both of them, but it worked for me that I switched them for a while to show the direction at least. Mine were put in the fusepanel left from the pedals. It's the round things.
No idea if you can get the relays that you can easily connect just by plugging them in. Ik had some relays (from the junkyard) that I had to ground and put some wires and connectors on, to get them to work. But they are doing fine now.

I found the problem after replacing the blinker switch, the blinkers still did not work. so I got to lookin around and found that the blinker terminal in the fuse box was damaged. the fuse was wiggling just enough to brake the connection. thanks for your help though
