Default Fuel Pump\\Filter\\regulator

I have a '99 XJ with problems starting. So I bought a fuel pressure gauge to check pressure. When I start the rig cold the pump cycles when the key is turn but only make about 10psi three cycles of the key it starts good. If the rig is still warm I have 40psi when I switch the key on. The rig runs good all the time when running? When I shut it off hot or cold the pressure drops right away. Anyway the pump\checkvalve\filter are all one assembly on my '99. Could their be anything else causeing the fuel problem. A injector could be leaking but it would not affect the preasure at startup. Any suggestions would be appreciated. If I order the new pump assembly it is $180!!!

Sorry I have not been to the site for quite awhile. I know that regulator on the the outside of the tank is seperate but no one I talk to can order it seperate from the pump! The dealer said no and so do a couple of the local auto parts stores. Any suggestions?
