More specifically how much money/time is required for a spring over.

The cost shouldn't be much if you can do the work yourself.... pretty much just whatever the new spring perches set you back and consumables. Check out the spring-over Dan did at www.houlster.com

I wouldn't do a spring over in the rear unless you intend to do a solid axle swap up front, though. Its going to give you a lot more lift than you will be able to safely match up front. There are ways of lowering the lift.... but also check out the spring upgrades at www.darlington-offroad.com I put them on a while ago and the ride/flex is really good. After settling, they gave me about 2.25" of lift. They cost more than doing a SOA and will not flex as well (SOA flexes like crazy)...... but the lift is more manageable and the truck will be more streetable. And if you want more lift afterward, that can be fine-tuned with shackle length.
