Default 351W rebuild or remanufactured??

I am having to decide between rebuilding what I have and buying a remanufactured short block. I have an 84 351W out of a crown vic (in my jeep). Oil pressure is low (20psi), compression is low and inconsistant, # 5 isn't firing at all because of low compression. It does have some good points. The heads are fresh, it runs cool, and even with the above description, it sounds like it is running pretty good and feels fairly strong in my jeep. Is there anything particularly special about this engine that would make me want to rebuild vs. buying a reman? I read 351Ws in crown vics were police interceptors, is this true? All that I know about the crown vic that donated this engine to me is- 1984 with towing pckage and it had variable venturi carb. Is there any way of knowing the specs of the cam? Does it have low end torque, it's for a jeep. The crown vic is still in the junk yard. Is there anything helpful in the VIN?
