Default Not going back to center

I have a 93 dodge ram cummins 250. After turning the steering wheel it doesn't go back to zero. I have new balljoints and everything from the axle shaft to the tires are new but it still doesn't go back to zero. Does anyone have any ideas?

new steering stabilizer? because it can take a bit for a steering stabilizer to break in and it to return to center

I didn't replace the steering stabilizer, could a worn stabilizer cause the same issue?
