99 dodge RPM problems

last thread is on the same truck. i got a rebuilt trans with 1000 miles on it, few days ago the the rpm would flutter up and down while accelerating about 30 to 50-60 ish, i had a few pple tell me its the trans? makin it do it. they said sumthin about blocked or sum ****. Anyone come across tis or heard of it? any response would b greatful. matty
