K250 Suburban Trouble Code P0236

I have a 1996 k2500 suburban with the 6.5 turbo diesel. Lately I have seen black smoke coming out of my tailpipe and my service engine soon light comes on. I went to the loacal parts store and we got trouble code P0236 ( The PCM has determined that the input voltage for the boost pressure sensor A is out of rangefor the current engine operating conditions. Of course the dealer wants almost $200.00 to tell me what is wrong. The only mods I have made are a K&N filter and 285/75/16 BFG M/T. Does anybody know what is wrong or what I should start with?

P.S. My fuel economy has also gone down quite a bit.
